Snow Plan Development/Evaluation and Performance Measures

Snow and ice storms can dramatically disrupt travel. Traffic delays and accidents have a profound effect on our daily activities. Keeping streets and roads safely passable during such storms is one of the most critical functions of public works. This presentation will focus on the benefits of a winter operations manual and policy, resources for information and best management practices, essential elements, preparing an outline and tailoring a manual to best meet the needs of the particular agency. New for 2010 is how winter weather operations should include NIMS (National Incident Management Systems) as the basic incident command in such situations.

In a time when everyone is finding ways to do less with more, salt brine is the perfect partner to other snow removal methods being used. Come learn about what salt brine is, and why the City of Des Moines has been using it for years. The City of Fort Collins is gearing up to tackle their first winter using salt brine made at their facility – find out how and why. Also, learn about the CDOT salt brine operation on the Western Slope. We will discuss the rising popularity of liquid additives, how to make these “hot mixes,” storage concerns, and why the use of liquids in winter maintenance programs is on the rise all over the country.
Session II: Keeping You Legal - Update on DOT Regulations and CDL Requirements

There have been a multitude of changes made this past year to both federal and state
regulations regarding commercial vehicles,
commercial driver’s licenses, medical
requirements and so forth. Dr. Gillette will
provide an update on what has changed, what will change, and what may be coming next.
Information on how to become compliant and stay compliant will be given, along with an explanation of the new CSA 2010 data system which came into effect in Colorado in July 2010. This session will be of interest to anyone who manages snow plow or maintenance operations, or drives large equipment.
